Youth Congress demands 73rd, 74th amendment

National Conference headed by the Chief Minister Omar Abdullah is not serious for the implementation of Panchayati Raj Act 1989 this was stated by youth congress leader and Lok Sabha president Youth Congress Udhampur Doda Advocate Pankaj Basotra. He was speaking while leading the protest rally of youth congress activists in district Kathua. Hundreds of youth congress activists take out rally from Shaheed Bhagat Singh Park towards DC office Kathua where they were intercepted by the police in front of the D.C office. Youth congress activists were raising slogans against Omar Abdullah and for empowerment of panchayats. Critising the coalition partner Basotra said that if they are claiming that chief minister has given powers to sarpanches so why should he come with the proof to face the general public. He said that the few months ago Congress in its party delegates in Srinagar has passed the resolution in presence of Sr. Congress leaders from the center and the state regarding the implementation of 73rd and 74th amendments and our ministers are pressing hard for the implementation of Panchayati Raj Act. But this very unfortunate that our collation partner is not serious and is deliberating ignoring the democratic rights of Sarpanches and Panches. Basotra also said that it is due to the inefficient Chief Minister the youth congress activists are again coming on streets.
Basotra said that AICC Vice President Rahul Gandhi desires to strengthen the Panchayati Raj in J&K so that the power should be de centralized at grass root level. He further said that the panchayats are the basic intuitions of democracy. Youth Congress will not back step from its stand from the implementation of 73rd and 74th amendments. If it will happen he will be the first person who will resign from the youth congress. Paramjeet Singh Lok Sabha Gen. Secy. Youth congress while giving ultimatum to the govt. said institutions has been a major cause behind turmoil in state. Efforts should be made by the youth congress activists in bringing the act in line with 73rd amendment. He further said that during the panchayats election large number of participation of the general masses have been seen in Jammu as well as in valley.
He further appealed the Sarpanches and Panches to further cooperate youth congress in this regard. He also called for the increasing the tenure of Panchayats from five to six years to bring them at par with elected legislators. He said that a strong Panchayati Raj system was the dream of Lt. Sh. Rajiv Gandhi who brought 73rd and 74th amendments in Panchayati Raj Act in Indian Constitution. He hard upon the state govt. that without total implementation of 73rd amendment, corruption cannot be controlled and power should not be properly utilized. He further said that youth congress will leave no stone unturned and will fight for the rights of Panches and Sarpanches. Others who were present and spoke on the occasion include Pankaj Sharma AYC President Kathua, Anayat Parvez, AYC President Bani, Anil Salaria AYC President Basoli, Kuldeep Khajuria AYC Vice President Billawar, Ashwani Sharma, Romi Sharma, Advocate Kasturi Lal Khajuria, Vikas Sharma, Sunny, Kamlesh, Mohit Sharma, Karan, Uttam Chand Sharma and many others on the occasion.
